The story of the Hinulugang Taktak Sewage Treatment Plant (STP) in Antipolo, Rizal, is more than just a demonstration of our technical capabilities—it’s a reflection of our deep commitment to the communities we serve and the environment we all share.


A Landmark Collaboration for Sustainability


Commissioned by Manila Water Company Inc. and designed together with the globally respected ARUP+GHD Joint Venture, this project became a milestone in eco-responsible infrastructure. Frey-fil was given the opportunity to design and build all civil and structural works for the 16-million-liters-per-day (16 MLD) facility. For us, it was more than an assignment—it was a chance to help protect the iconic Hinulugang Taktak Falls and preserve its beauty for future generations. When the plant was officially inaugurated on November 17, 2025, our team felt a surge of pride, knowing our hard work would make a real difference for the environment and the community.

Engineering Against the Odds: Adapting to Complex ChallengesConstructing a major treatment facility beside one of the Philippines’ most cherished natural landmarks came with exceptional geotechnical and environmental hurdles. To protect the area’s biodiversity, the original 8,646-square-meter site was reduced to just 4,200 square meters—demanding creative strategies to maximize utility while minimizing ecological impact.

Frey-fil’s approach included:


  • Geotechnical and Structural Mastery: Overcoming uneven terrain and strict space constraints through advanced planning and design.

  • Robust Civil Construction: Erecting the plant’s main building, reinforced foundations, and specialized water-retaining structures with precision.

  • Seamless Integration: Coordinating civil works with Toshiba’s advanced electromechanical and process systems for operational efficiency.

  • Eco-Conscious Methods: Implementing construction practices that strictly minimized disruption to the protected landscape and waterways.


Pioneering Solutions: Precast and Post-Tensioned Excellence


To meet the plant’s ambitious capacity and schedule within a compact footprint, Frey-fil harnessed its expertise in precast and hybrid construction systems. Off-site fabrication enabled rapid, vertical construction and ensured meticulous quality control, allowing primary civil works to conclude by mid-to-late 2024.

  1. Precision Precast Tanks: Filfirst Concrete Innovation’s, Frey-fil’s Precast manufacturing arm, off-site manufacturing delivered unmatched dimensional accuracy and water tightness—far superior to traditional methods.

  2. Post-Tensioned Structures: Advanced post-tensioning techniques optimized tank strength, reduced material use, and prevented cracking under extreme pressure.

  3. Accelerated Hybrid Construction: Blending cast-in-place foundations with precast superstructures, we achieved rapid progress without compromising durability.

  4. Corrosion-Resistant Design: Each component was custom-engineered to endure the harsh chemical environment of sewage treatment, ensuring long-term resilience.
